I never really liked how that an engine without coal means they can't steam anymore considering they have more they could burn in their firebox. Wouldn't it make more sense to have them run out of water? Yes it was cliched in the 7th season but it was more realistic as it can cause some major damage to the boiler's wall and crown stays. This episode wouldn't make much difference if it you put the idea of water tower's being frozen though but I would prefer it. But how would Diesel prove to be a hero? Easy, keep the railway running. Maybe have the steam engines like maybe Gordon and James think they are superior early in the episode until all the water towers were frozen across the Island.
When the diesel arrived to save the day, you have to admit that there is a serve lack of bigger diesels and this episode could've had the potential for bringing back BoCo as he would provided bigger power than three diesel shunters pulling the express. Although I think it was great seeing a triple header again I think since 'King of the Railway'.
This isn't really the blame on the production team and the writers but the way the 'Christmas on Sodor' DVD puts this as a Diesel episode, it was pretty poor wording. Fans think this was the final chapter in this story arc of Diesel's episodes from the start of S21 but Diesel really didn't fulfill the role until the final few minutes and there was little character growth. This episode is good but I think it could've been a bit better.
